Ministry of Natural Resources and Environment Announces 28 Additional Certified Product and Packaging Recyclers


On August 14, 2024, the Ministry of Natural Resources and Environment (MONRE) issued Notification No. 460/TB-BTNMT on the announcement of the list of product and packaging recycling units (Phase 2); accordingly, 28 additional recycling units have been announced in this phase.
According to Notification No. 460/TB-BTNMT dated August 14, 2024, issued by MONRE, after receiving, reviewing, and compiling requests for announcement from product and packaging recycling units and consulting with relevant agencies and localities, the Ministry announced the list of product and packaging recycling units (Phase 2) in accordance with Clause 6, Article 79 of Decree No. 08/2022/ND-CP dated January 10, 2022, detailing a number of articles of the Law on Environmental Protection. In this phase, 28 recycling units have been announced, all of which have been granted environmental permits or component environmental permits by competent state authorities in accordance with legal regulations. Specifically: 25 units recycle packaging; 5 units recycle batteries and accumulators; 1 unit recycles lubricating oil; 3 units recycle inner tubes and tires; and 6 units recycle electrical and electronic products. Additionally, 3 recycling units previously announced (Phase 1) under Notification No. 86/TB-BTNMT dated February 20, 2024, have been updated with supplementary information in this round.
According to the summary from the Office of the National EPR Council, to date, MONRE has announced 2 authorized third-party recycling organizations and 52 product and packaging recycling units (24 in Phase 1 and 28 in Phase 2).
– By region: the northern region has 25 recycling units; the central region has 2 units; and the southern region has 25 units.
– By type of product/packaging: 46 units recycle packaging; 12 units recycle batteries and accumulators; 4 units recycle lubricating oil; 3 units recycle inner tubes and tires; and 11 units recycle electrical and electronic products.
MONRE stated that the publication of the list of product and packaging recycling units aims to provide and support information for producers and importers to be aware of, refer to, and choose from when fulfilling their recycling responsibilities. It is noted that when selecting and signing recycling contracts, producers and importers must consider the actual situation, evaluate the capacity, technology, and processing capability of the recycling unit to ensure compliance with mandatory recycling rates, mandatory recycling specifications, and environmental protection requirements at the time of contract signing.
